In each Christian, the amount of Holy Spirit in us ebbs and flows, sometimes more, sometimes less. The Holy Spirit is not simply "in us" or "not in us." Once He is in us, we can be "more filled" with Him at some times, "less filled" at others.
For example, Peter had already received the Holy Spirit prior to Acts, Chapter Four. But then he became "filled with the Holy Spirit," and gave the speech in Acts 4:8-12.

Then Peter, filled with the Holy Spirit, said to them,
"Rulers of the people and elders,
9
if we are being examined today concerning a good deed done
to a cripple, by what means this man has been healed,
10
be it known to you all, and to all the people of Israel,
that by the name of Jesus Christ of Nazareth, whom you
crucified, whom God raised from the dead, by him this man
is standing before you well.
11
This is the stone which was rejected by you builders, but
which has become the head of the corner.
12
And there is salvation in no one else, for there is no
other name under heaven given among men by which we must
be saved."

This shows clearly that an individual Christian is "more filled" with the
Holy Spirit at some times than at others. The Holy Spirit "admits of
degrees" within us: sometimes we are more filled, sometimes less
filled with Him.
As Christians, we love God and we want to be filled with Him as much as possible all the time. So how do we do this? How do we become more filled with the Holy Spirit?
The Bible identifies three ways:
First, we ask Him for more of Himself;
Second, we act in ways to attract Him to us, not grieve Him and drive
Him away from us;
Third, we partake of Holy Communion, eating His
body and
drinking His blood as He instructed us to do.
Ask Him For More Of Himself
"If you then, who are evil, know how to give good gifts to
your children, how much more will the heavenly Father give
the Holy Spirit to those who ask him!" (Luke 11:13 RSV)
Act To Attract Him, Not To Grieve Him And Drive Him Away
"And do not grieve the Holy Spirit of God, in whom you were
sealed for the day of redemption." (Ephesians 4:30 RSV)
Partake Of Holy Communion
"He who eats my flesh and drinks my blood abides in
me, and I in him." (John 6:56 RSV)
"Now as they were eating, Jesus took bread, and
blessed, and broke it, and gave it to the disciples
and said, "Take, eat; this is my body."
(Matthew 26:26 RSV

God wants us to love Him and seek Him. If we ask for more of Him, He
will give it.
In general, sin grieves the Holy Spirit and drives Him away. Love pleases
the Holy Spirit and attracts Him to us. When we please
the Holy Spirit, we draw Him into us in
greater measure. Holy Communion is extremely important, directly
commanded by Jesus. We don't know how, but it works to infuse us with
more Holy Spirit.
